My FoodStamps Were Denied because Im in College???

ATTENTION: I am a current College Student with NO INCOME .. I do not qualify for food stamps in Philadelphia because I :

1. Have no kids
2. Don’t work at least 20 hrs a week
3. Have no disabilities

I have a 2 questions:

1. Who created this policy, and why?
2. I was wondering if someone could give me/ loan me money to eat while im in school?
